Obs WG Agenda

This is the agenda for the Observing Workgroup sessions. If you have any questions, the WG chairs are Jim Nelson (nelson@skio.peachnet.edu) and Bob Weisberg (weisberg@marine.usf.edu).

1. Brief Overview of OWG status and near-term plans
Objective: Bring the OWG partners up to date on present status and Year 3 plans.

  • The SEACOOS partner array presently
  • The existing "federal backbone"
  • Other real time observing programs in the region
  • Year 3 plans (refer to what is in the proposal)

2. Year 4 proposal
Objective:
Summarize issues, constraints for Year 4;

  • What we envision as the SEACOOS partner array for year 4.
[Note that with a projected, order 20%, cut in funding the suggested preference is to maintain existing resources from years 1-3 rather than a major effort in new areas, i.e., the priority should go towards people and reliability.]

3. OWG focus areas
Objective: Targeted discussion on several OWG targeted activities; develop basis to develop (or refine) "White Papers" in these areas that will provide information to other SEACOOS WGs; basis for strategic planning in these areas; basis for interactions with other Working Groups (Modeling, IM, Extension and Outreach, Affiliates)

[Note: each of these may warrant a separate break-out discussion at some point -- need to figure out when this could be accomplished in the WS time frame]

3A. Satellite RS products and delivery (Moderators:, Ed Kearns, Frank Muller-Karger)
Key issues:

  • User requirements (feedback to the RS group on who is using or could use the RS information; what are priorities?)
  • defining focus for the RS effort (e.g., problems to address where satellite RS is part of a SEACOOS-wide effort)
  • Planning for Year 4 -- budget options, priorities.
  • Additional RS issues/topics noted in SEACOOS RS "White Paper" draft

3B. HF-radar -- products and delivery, planning expansion (Moderator: Nick Shay)

  • Lessons learned from existing deployments
  • WERA and CODAR
  • Status of national plans
  • Options for Year 3 in SC/GA

3C. Surface Wave Pilot Program (Moderator: George Voulgaris)

  • Plans for Year 3 experiment
  • Define strategic options for a surface wave program (follow-up on Spring WS session); e.g., inshore location options; cross-shelf "test-bed"?
  • Partnering opportunities (NWS forecasting offices? USACE?)

3D. Other developments in observing capabilities

  • Profilers/gliders
  • SEACOOS role in technology development ("test-beds")
  • With other WG input -- what are priorities for observations that need to be addressed with new capabilities (e.g., requirements for model initial conditions; validation).

4. QA/QC

  • Who is doing what? Should we have a SEACOOS standard. National standards (update on qartod from Ed Kearns?). Should the DMWG provide this service in coordination with the OWG?
  • Metadata -- tools, options, implementation plans, training
